The Saudi government intends to continue the process of economic and fiscal reforms initiated under Vision 2030 while also ensuring budgetary sustainability. These reforms include enacting fiscal policies that contribute to fiscal sustainability, strengthening public financial management, and enhancing the quality of fiscal planning in order to promote economic growth and the most effective use of resources.

In the medium term, fiscal policy strives to enhance Saudi Arabia’s financial standing in the face of external shocks by keeping government reserves at adequate levels and ensuring the sustainability of public debt metrics.

The budget for FY 2023 reflects progress in implementing programs and projects that support economic growth and diversification, improving public services, and strengthening programs for social benefits and subsidy schemes, all while preserving previous years’ gains in public finances. The FY 2023 budget is expected to produce a surplus of roughly 0.2% of GDP, with the hope that budget surpluses would continue to be maintained in the medium term, strengthening fiscal sustainability.

It is worth noting that the amounts of budget surpluses will be directed to bolstering government reserves, supporting national funds, considering the possibility of accelerating the implementation of some strategic programs and projects with economic and social dimensions, as well as partially repaying the debt.

Within the framework that Saudi Arabia’s government is implementing to strengthen public finances and achieve developmental and economic goals, estimates of medium-term expenditure ceilings are continuously reviewed and updated in response to the results of fiscal reforms and economic developments.

In light of the increase in non-oil revenues that Saudi Arabia’s economy is experiencing and its positive impact on fiscal space, expenditure ceilings were revised upward over the medium term to reflect the increase in structural revenues while maintaining fiscal sustainability objectives and allowing for the acceleration of regional and sectorial strategy implementation.

The government is moving forward with the process of economic and structural reforms aimed at enhancing economic growth and fiscal sustainability by increasing the efficiency and effectiveness of spending and fiscal discipline, while taking into account the global economic conditions at all levels. The government places a high value on social assistance and protection programs in order to ensure and safeguard citizens from the effects of local and global events.
